Right-of-Way Construction Permit
The Engineering Department issues permits to utility providers and others for utilities such as phone, electricity, gas, fire system connections, monitoring wells, fiber and for construction of public improvements associated with development that requires work in the rights-of-way and public easements where any excavation is required. This and all construction in the rights-of-way must be installed in accordance with current standards of the City of Farmers Branch. Additionally, companies who are not certificated telecommunications providers may be required to get a street license.
To secure a permit (see ROW files at bottom of page), complete the following steps:
- The owner/company fills out permit information (permit form below) and provides one set of detailed plans to include identifying City utilities in the work area. (Plans need to include dimensions such as from back of curb, length, width and depth. If the work done in right-of-way affects the layout of the private property, or if construction is also done on the private property side, Building Inspections Division of Community Services must be contacted first.)
- The Engineering Department (and other Departments when applicable) reviews the plan
- A Construction Inspector is assigned
- The permit is released for construction
- The owner/company is called to pick up a copy of the released permit, which must be available at the work site at all times
- Applicable City Departments are contacted for field locates.
Fill Permit
All work within the 100-year floodplain of the City’s creeks and the Elm Fork of the Trinity River requires a fill permit and possible approval from Federal Emergency Management Agency (FEMA) and other agencies. An applicant for a fill permit should request a pre-application conference with representatives from the Engineering Department. At the pre-application conference, the Flood Plain Administrator will determine what information is necessary for a complete evaluation of the proposed project. Depending on the project, the Flood Plain Administrator may request that submittal information be sealed by a licensed professional engineer in the State of Texas. Approval or denial of a fill permit by the City is based on all of the provisions of the City of Farmers Branch Ordinance No. 1670 as amended. (See files at bottom.)
Curb Painting Permit
Many residents would like to have their house number painted on the street curb. There are specific standards for doing this. All numbers are to be three-inch white lettering on a red background. Companies providing this service are required to have a permit which is issued by the Engineering Department. A fee of $50 is required except for non-profit organizations.
