The
Finance department consists of four divisions: Administration,
Accounting, Information Services, and Purchasing. The department
is dedicated to providing quality financial and information
services to achieve internal and external customer satisfaction in
a manner that is effective, efficient, equitable, and courteous.
This will be accomplished by maintaining a work atmosphere that
promotes integrity, accountability, professional staff development
and innovation, while complying with professional standards, city
policy, and the law.
The
responsibilities of the Finance department are to develop and
implement financial accounting policies and procedures; to
contract for the purchase of goods and services in compliance with
City policies and State laws; to protect and optimize the
financial resources of the City; and to provide a sound accounting
system for safeguarding the City's assets through the recording
and reporting of financial transactions in a manner consistent
with Generally Accepted Accounting Principles (GAAP) and legally
mandated standards. In addition, this department serves all users of the City's
PC based and mini AS/400 based computer systems, Geographical
Information System (GIS), and telephone system.
The
departmental goals are to participate in the development of sound
fiscal policies; to provide sound fiscal management for the City;
to maintain a high credit bond rating; and, to provide for the
management and investment of available funds consistent with
criteria for safety, liquidity, and rate of return.
The department is also responsible for the development of
all computer systems, including the City's GIS; implementation of
purchased or "canned software"; centralized information
services; remote communications via the cable television
"I-Net" system; PC systems; and telephone systems.
