q      Justice Center on the Friday evening prior to the meeting

A.3     Presentation of DART 20th Anniversary Proclamation by Mark Enoch, Farmers Branch DART Board Representative.

 

A.4     Recognition of Al Black, Environmental Health Manager, for 25 years of service to the City of Farmers Branch.

 

A.5     Recognition of Lynn Bennie of the Engineering Department, for 31 years of service to the City of Farmers Branch.

 

A.6     Presentation of Board Applications.

 

 

 

B.0     Consider the following as Consent Items and take the appropriate action.

 

B.1     Consider approval of minutes of City Council meeting of August 4, 2003 and take appropriate action.

 

B.2     Consider adopting Resolution No. 2003-084 authorizing the Interim City Manager to purchase a security system for the Senlac Service Center utilizing the State of Texas catalog purchasing procedures for automated systems and take appropriate action.

 

B.3     Consider Resolution 2003-099 supporting I-635 Project Inclusion in the 2004 Unified Transportation Program and take appropriate action.

 

 

 

C.1     Citizen Participation.

 

 

 

D.1     Consider adopting Ordinance No. 2731 amending emergency telephone service fees by amending the Farmers Branch Code of Ordinances, Appendix A - Fee Schedule, Article IV - Emergency Telephone Service, Section 30-121 and take appropriate action.

 

D.2     Consider adopting Ordinance No. 2732 repealing the exemption from local sales and use taxes on receipts from the residential use of natural gas and electricity within the City of Farmers Branch and take appropriate action.

 

D.3     Consider adopting Resolution No. 2003-088 awarding the bid for the Westside Pump Station to TNG Services, Inc., authorizing Change Order No.1 and take appropriate action.

 

D.4     Consider appointments to the Historical Preservation and Restoration Board, Community Watch Committee, Library Board and take appropriate action.

 

D.5     Presentation of Council Committee and Organization Reports.

 

D.6     Consider Council travel reports and requests and take appropriate action.

 

 

 

The Mayor announces that the items on the agenda for the General Session have been concluded.  After a short recess, the meeting will convene for items in the Executive Session.  The meeting will reconvene into General Session after the items have been discussed in the Executive Session to consider any necessary action.  Texas Government Code Chapter 551 of the Open Meeting Law provides that such items as personnel matters, land acquisition, and pending and contemplated litigation may be discussed in closed session.

E.1     Consider any necessary action on items discussed in the Executive Session.

City Hall is wheelchair accessible. A barrier free entry is available at the main entrance of City Hall with specially marked parking spaces nearby.  The Council Chambers are accessible on the main floor of City Hall, to the left side.  Requests for language interpretation or other special services should be received three (3) working days prior to the meeting.  Such requests can be made to Mrs. Cindee Peters, City Secretary at (972) 919-2503.
